彭西康（彭西康）, 1940年生于霹雳州布先，长于务边（Gopeng），祖籍广东东莞。从事教育30余年，曾任马来亚教师职工会副会长及霹雳分会主席，务边观音古庙副总务，务边康乐体育会总务，务边残障人协会署理主席等，教师退休后担任丹斯里陈祖排博士特别助理18年（1991-2008），是务边文物馆创办人之一，务边文物馆义务秘书。务边是个美丽的历史小镇，位于近打谷(Kinta Valley) 的务边被称为“锡米仓”，其拥有150年之久的开埠史迹比怡保来得更远久，而务边也以锡矿业和橡胶业养育了务边人，1980年代后两大业价格沦陷，务边也逐渐恢复了平静。
